Currently, certain states regulate this mandate. Indeed, the EVV is mandated in some states like Illinois and Texas.

Multi-vendor approaches are also released and regulated in some states, by the way. On that note, states are allowed to implement these by one of three ways, the first being that of what is often referred to as “choice of provider” or “provider’s choice”.
