    Understanding Arizona's Electronic Visit Verification

    AHCCCS has mandated implementing an Electronic Visit Verification (EVV) system for Medicaid-funded Personal Care Services (PCS). AHCCCS utilizes EVV to track and monitor service delivery and access to care for members.

    AHCCCS will bring EVV services in-house, ending its contract with Sandata on September 30. This shift moves Arizona from a hybrid model to an open model, giving agencies more vendor choice, stronger oversight, and long-term sustainability.

Starting October 1, 2025, AHCCCS EVV 2.0 means AHCCCS will manage its own EVV aggregator, so providers must contract directly with an EVV vendor rather than relying on AHCCCS-provided Sandata services.

    The critical date is October 1, 2025: the day AHCCCS takes over as EVV aggregator and the AHCCCS EVV deadline 2025 for all providers to be fully compliant with AHCCCS EVV 2.0, including contracting with a compliant vendor.

    An Arizona Medicaid EVV vendor must be AHCCCS EVV compliant software—i.e., tested and approved through AHCCCS's interface testing and listed on their current Arizona EVV vendor list.

    AHCCCS EVV compliant software means the vendor has passed key technical requirements and is listed on the EMV aggregator’s approved vendor roster. You can verify compliance using the Alternate Vendor Review Tool on the AHCCCS EVV webpage.

    Yes—you can continue with Sandata, but only if you contract directly with them; AHCCCS is discontinuing Sandata contracts after September 30, 2025. Otherwise, you’ll need a Sandata alternative in Arizona—another Arizona Medicaid EVV vendor that’s AHCCCS EVV compliant.

    The Arizona EVV vendor list is maintained on the AHCCCS EVV webpage under “Alternate EVV System Requirements and Technical Specifications.” This list includes vendors that have successfully completed interface testing.
